This will depend on what the tanking membrane is, but in most cases the answer will be no. 

The very nature of what these products are will prevent some suction of moisture into the substrate from the dab which is partly how it forms the bond. 

It is recommended to use a framed lining system in such areas, specifically an independent lining so as not to have fixings into the substrate penetrating the tanking membrane.
